<UPDATE 04/04/07> Fellow MVP Spencer Harbar has discovered a good discussion on licensing that was burried in Microsoft's "Planning and Architecture for Office SharePoint Server" documents.  He's graciously extracted the applicable sections here.

Production web server running MOSS 2007 which is licensed.

Do we require SharePoint licenses for a test server and development server running MOSS 2007?

Hey Cliff,

As I understand it, your TEST server needs to be licensed, but if you have an MSDN license, the DEV server licensing falls under MSDN.

As always, I'd advise you to speak to your Microsoft TAM to get the final word.
